I want to sign up for solar, but my house will not be completed until the fall of 2014. I know the deadline is before that. What can I do to sign up early.

If the installer visits the site and looks at your plans they can design a suitable system for your new house. You need to sign the contract by June 30 2014, but you have one year, until June 30 2015, to have the system installed.
